Board of Selectmen Minutes -- 10/06/2011

  • Amend & approve minutes
  • Selectmen’s Meeting – September 15, 2011  Selectman Dougherty, seconded by Selectman Allen made a motion to approve the minutes as amended.  The motion passed unanimously.  
  • Police Chief Report Chief Meyers reviewed Department Activities since the last meeting.           Some items discussed included: a motor vehicle complaint regarding speeding, assisting the fire department with a fire alarm that went off due to cooking and a Project Good Morning check.  There was a report from a landlord who’s tenants moved out without notice and owing rent; an assist was provided to the Ambulance Service for a woman that fell off a horse; a report was taken of two bear cubs hit by a vehicle; there was a 911 hang up; another fire alarm due to cooking and a report of signs on the island that were blocking the sightline so Officers readjusted the signs; they checked a trailhead for overdue hikers and took a report from a person regarding a bird in the house; Officers removed the bird.  There were four false burglar alarms; an assist was provided to a motorcyclist with a flat tire; two residents were fingerprinted for employment purposes. A grand jury hearing went well.  A complaint was taken about a suspicious vehicle in the morning as a child was waiting for the school bus so Officers made themselves seen; a loud noise (music) complaint from a local establishment was taken; Chief Meyers believes the Selectmen received a letter about this too.  The doors and windows were open; when they are shut there isn’t an issue.  There was an automobile accident near Moon Dance; a domestic dispute at a local motel; and a call regarding a raccoon in an attic was passed on to Fish and Game.  There was a disturbance between motel staff and a guest; Officers are keeping an eye on residences for folks who are gone from the area.  An overnight establishment filed a complaint regarding an employee stealing; a second-home owner called about the doors and windows being opened at the residence; nothing appeared to be stolen or damaged.  Officers assisted the ambulance with an older man at a drinking establishment.  The Department is investigating how he was able to get as inebriated as he was; bartenders are supposed to cut off customers.  A letter was received by the Selectmen thanking Chief Meyers for doing such a great job.  Selectman Dougherty asked who put the white chain-link fence up; it was put up by the Covered Bridge Motel.  Chairman Davis noted that the town usually puts it up; if it’s not up folks touring and taking pictures park on that property.
  • Highway & Fire Report  Road Agent Henry noted the river bank on Green Hill Road is fixed; the river wall is done across from the town hall; the Department continues to peck away on the repairs to Dundee Road.  Fire Chief Henry noted the Open House is October 14th from 6 – 9 p.m.
  • Building Permits – Andy Chalmers, Building Inspector  
  • Jackson Library (Map R14, Lot 8) Convert Cupola to storage shed  Office Administrator Falcey noted Inspector Chalmers has no issues with this application.  Phil Davies noted it will essentially be where it is though it may be moved a bit closer to the library.  Selectman Dougherty, seconded by Selectman Allen, made a motion to approve the building permit.  The motion passed unanimously.         
  • Old Library Management Committee  Members of the Committee joined the Board and reviewed their activities to date.  (Please see Committee Update; available at the Town Offices).  The emergency exit must meet regulations and while that work is being done a plan has been developed (through generously donated work by Architect Virgil Abbott) to add a bathroom to the building which would make it more flexible.  The Board reviewed the plan and the Committee’s options. Selectmen unanimously recommended the committee submit a Petitioned Warrant Article for renovation expenses to the Old Library.
  • Old Library Management Committee Appointment
  • Paul Palubniak, representing the Protestant Chapel Association (term expires       4/1/2011) Selectman Dougherty, seconded by Selectman Allen, made a motion to appoint Paul Palubniak to the Old Library Management Committee.  The motion passed unanimously.  
  • Transfer of Appropriations RSA 32:10  Selectman Dougherty, seconded by Selectman Allen, made a motion to approve the Transfer of Appropriations in accordance with RSA 32:10.  The motion passed unanimously (Itemized Transfer List available at the Town Offices).
  • Dr. Carrier requests approval to hold “Honorary Citizens” Event in December This involves three wounded warriors and their families as part of Christmas Can Cure; they will be declared honorary citizens on December 16, 2011.  Selectman Dougherty, seconded by Selectman Allen, made a motion to approve holding the Honorary Citizens Event in December.  The motion passed unanimously.    
  • Annual Coalition Dues Selectman Dougherty noted the Donor Town issue isn’t going away.  Their letter gives the town the option of making a donation in any amount.  Chairman Davis thinks the donation should be $250; Selectman Dougherty thinks it should be higher; any money the Board spends will go towards helping this town.  Chairman Davis asked if he’d prefer to donate $500.  Selectman Dougherty explained how much they do; Office Administrator Falcey has a concern that the Coalition doesn’t tell the Board what their needs are and what the funds are spent on.  Selectman Dougherty noted there are publishing fees, maintenance of a server for the website, attorney’s fees; these folks monitor the bills that come to legislation and he’s sure they incur some pretty hefty expenses.  He’s okay with setting the donation at $250 for now; the Board can always donate more if the Coalition requests it.  He stated that if this group did not exist; Jackson would be writing a check for over $500,000.  Selectman Dougherty, seconded by Selectman Allen, made a motion to give $250 to the Coalition of Donor Towns.  The motion passed unanimously.  Office Administrator Falcey asked if there is a budget line for this to come out of since she didn’t budget for it.  There may be money in other Governmental Line items to cover it.    
  • Jackson Ski Touring Foundation: Binder Easement  The Jackson Ski Touring Foundation uses trails around town property and this is the annual request for an easement.  Selectman Dougherty, seconded by Selectman Allen, made a motion to approve the easement for the 2011/2012 skiing season.  The motion passed unanimously.
  • Timber Yield Tax
  • Intent to Cut - Garland Lumber (B. Prospect Farm, Map R7, Lot 1) 11-231-05T  Selectman Dougherty, seconded by Selectman Allen, made a motion to approve the intent to cut.  The motion passed unanimously.
  • Report of Cut – MacPhail, Joan (Map R30, Lot 5) 11-231-02T Selectman Dougherty, seconded by Selectman Allen, made a motion to approve the intent to cut.  The motion passed 2-0-1 (Davis abstains).
  • Public Comment  There were no Public Comments.
  • Non-Public RSA 91-A:3II(e)
  • Bartlett Jackson Transfer Station – Consideration/Negotiations of Pending Litigation  Selectman Dougherty, seconded by Selectman Allen, made a motion at 4:50 p.m. to go into Non-Public Session to discuss negotiations of Pending Litigation.  The motion passed unanimously.
The Board came out of Non-Public Session at 5:22.
